Control Panel — the live localhost dashboard

Start-or-open the live control panel (one localhost server for ALL your projects) — Sessions (live map + token/cost telemetry), Memory (Cortex nodes), Graph, Plugins, Campaigns, Plans, Account. Registers the current repo with the single machine-global panel and deep-links to it.

What it does

One server, one port, every project — opening a project is a registry write, not a new process

Reads ~/.composure (manifest, sessions index) + the project's .composure/{campaigns,graph}

The isolated launcher it installs at .composure/panel/ is a Pro/Enterprise convenience; the panel itself is free
